on-prem email notifications: when the online server failed to operate

      The requirement is that, if the online-connectivity on-prem server cannot sync license or there is no license in use, the on-prem server will refuse to operate, when this is happen we as qt company want to email the license manager/ server owner about the server status ( email configured as env variable)

      • When: after 7 days of non-active
      • Who: to users configured by server admins
      • Reps: Do we want to repeat sending email after a while or only once?
