IniFileParser breaks formatting of the file

    Description

      When overriding existing settings keys with the IniFileParser, they are moved to the beginning of the settings section, instead of the old position. This will break formatting in .ini files which contain settings documented with comments.

      This issue becomes more prevalent once we support client side changing of settings in qtlicd.ini
