Utilization Logging (REST API)

In preparation for the rollout of the Squish + QLS integration, there are some key customers who have very high execution utilization of Squish (many parallel tests). Part of their infrastructure uses the Squish Floating License Server REST API to ensure that licenses are available prior to kicking off tests. They also use this information for general utilization information and passing that to other tools, such as Grafana Dashboard. 

In effort to keep customers from having to change more of their infrastructure as QLS eventually becomes Squish's primary licensing mechanism, it would be very helpful for many customers to still have a comparable mechanism of retrieving utilization information rather than just parsing logs. As the information is not always consumed on the same machine the license server logs are produced on.
