License Service ini file parser fails to update the file if [/LicenseService] is missing

The qtlicensetool --accept-terms-and-conditions fails to write to the file, if the existing qtlicd.ini file does not contain the closing section specifier: [/LicenseService]

The same probably affects all other settings file writes or reads.

The .ini file format does not require having closing section specifiers to be present in the file.
