License Service: The kick-start should ignore bogus entries in installations.ini file

When the CIP API performs the startup process and searches through the most suitable entry from the installations.ini, it should iterate the next entries if the current entry did not point to valid qtlicd(.exe) installation path.

The user may have removed previous QtSDK/qtlicd installations manually, i.e. without using the official uninstaller. In this case the installations.ini is not cleaned.

Note: the qtlicd does clean up the bogus entries from installations.ini automatically, but this happens during the shutdown.
