precheck-api still depends on OpenSSL

      The CIP has gotten rid of its dependency on OpenSSL, so we could start trying the pre-check API. Alas now we realize that libcurl.a which is included in precheck_artifacts alongside libqlicenseclient.a still depends on OpenSSL.

      (When counting in LTS releases, it also requires OpenSSL 3.5 by using SSL_get0_group_name which only got released on 8th April.)
