Failed to request license for qtframework

Installing Qt on a new Windows 11 laptop to replace an older laptop.  Turned off the Firewall but it still said it couldn't get the license.  I do have a license, and it is on 3 machines now, but when this one is set up, will remove it from one of the others.  barbara.roman@philips.com

Error message during comiling:

Failed to request license for qtframework:
    Message: Timeout was reached when performing the request.
    Status code: 211
Error! Cannot acquire license to use qtframework.

Attach the above error details to the bug report.

Additionally, attach the qtlicd_log.txt file of the Qt License Service that can be found from the directory of this Qt installation.
On this system the log file path appears to be: "C:\Qt\Tools\LicenseService\qtlicd_log.txt".
