Print SMTP logs when server is starting in cloud or when command is called

    Description

      When the server starts, the server will try to set up SMTP connection if the env is proxy and the server is allowed to use SMTP:
      There are logs indicating the SMTP connection process and it is wrongly exposed in QLS cloud or command line in on-prem server
