Daemon: only the license with highest priority is considered when looking for a suitable cached reservation

There can be cases where the daemon's cache is populated with multiple licenses that would license property wise be suited to be served directly for client, but license model specific business rules would prevent using the license with the highest priority. The daemon currently checks reservations only from the license with the highest priority, when looking for a suitable cached reservation.

Instead the daemon should check all suitable licenses in priority order.
