Daemon: Mock Client API for Squish

For the Squish -team to get things started, we need to provide a MOC version of the Client API:

• make MOC reservations
  • return MOC named license(s)
    • for evaluation
  • return MOC floating license(s)
• make MOC releases
• The CIP interface needs to provide:
  • required params from the client application (in order to get a license)
    • app name (consumer_id)
    • app version (consumer_version)
  • generic license attributes (from unified license)
  • consumer specific features (from unified license)
  • moc the reservation level based on the "consumer_type"
