License service; Create support for MSVC 2015

Details

    Description

      This is needed for Squish 8.0 and Windows 7 support.

      License service build is currently failing with Windows 7 and MSVC 2015. Most likely failure is related to MSVC 2015.

      This was manually tested. Part of the log attached
