generate key pair for license (cloud vesion)

For cloud version, the key pair is only generated when the key is 
missing in the database. It is not possible at the moment for server to
know if the license fields are changed in unified license format, which 
leads to the key-pairs in the database might be outdated. We agreed that
the server will always generate key pairs for licenses everytime new 
reservation is made
