Daemon: provide a way to add and remove licences from local cache dynamically

The license import should be run periodically during daemon run time, to reflect the contents of the import source directory. This is to enable users to use the downloaded (offline) license files via the import functionality in more real time. Licenses that do not exist in the import source directory anymore should be removed from the cache as well.
