On-premises: Enforce key & license revoke

As a license provider, we want to be able to force to revoke selected license keys and keypairs if needed.

Example scenarios are leaking the public or private key or if we know that the license has been shared with outsiders.

The protocol should have a support for this and the client side should behave accordingly.
