Windows: the time_t value converted from response header's "Date" value appears wrong

      It appears that the conversion breaks in case std::get_time has a format string parameter which contains "%Z", this part has a value "GMT" in the server response. This effectively breaks the local<->server time comparison, which will block license requests.
