libcurl: make protocol decision (http/https) dynamic again

    Description

      Currently, if a user wants to use the license service with a license server that uses plain HTTP protocol, it is required to build a separate version with CURL_FORCE_HTTPS disabled. This adds some extra hassle.

      Make the decision about the protocol dynamic again, based on the configured server URL.
