Add doc snapshot links to test case safety manual references

Use links to the doc snapshot location for the safety manual in the test cases.

If makes test case execution faster when you get the exact page right away

And it helps to ensure that test cases are up to date and synced with the latest version of the documentation. 

But there might be some complications in the patch release testing in case that the new safety manual being developed has different content....

Before the release the doc snapshot is valid although.

Maybe the solution for test case aging is that you provide two links?

Or generic guidelines so that the link guidelines are not repeated.

There might even be three links needed for the online docs.

The test case for already released earlier version (doc archive)

The test case for the current version (doc)

The test case for the new unreleased version (snapshot)

If this is too strange, then fool proof way is refer to the installed offline documentation, hyperlinking is a bit challenging. Maybe refer that test monkey must open the documentation from the help in different window?
