Create a project management dashboard to link many data sources

Now we have data in many places, such as Jira, TestRail, Polyspace Bug Finder (server version), Gerrit, different tools (Clang tidy, Clazy etc), Jenkins, Coin, Nightly Test Server, CoCo reports, and maybe some other places as well.

We could define a portal for overview and access links. And also define that those should be periodically checked, e.g. on a weekly basis to catch new issues to shorten the feedback time.
