Define the minimum and preferred C++ version

Now the Polyspace Bug Finder uses setting that code is checked againts C++ 03 version.

We haven't actually specified what is our minimum version and what is the preferred version.

If we have open version, then we may have to run all the code checks with all possible versions. So maybe the selections could be narrowed down? Or in case of anything goes, we just run the different tools multiple times with different checkings.
