POC: Create configuration file for the monitor

Currently, the Golden CRC values are stored in the layout file.
Because monitor runs usually on the MCU which does have strict memory constraints it would be beneficial to have a separate configuration file that does not include unnecessary data.

There should be following data in the monitor configuration data:
Version number
ItemCount
ItemCount *
[ ItemID
AssetID ]

AssetCount
AssetCount * [ AssetID
VisibleCRC
HiddenCRC ]

Optional:
StatesCount
StatesCount * [ StateName
TargetID
AssetID ]
