Port Monitor component to M4 core in iMX8QM

Set up the monitor component on the external M4 core of the iMX8QM. This task will validate the integration of the safety island by enabling communication between the safe renderer on the A-core and the monitor on the M-core via RPMsg on FreeRTOS.

Tasks:

Implement a FreeRTOS task for the Monitor on the M4 core.

Impement RPMsg adaptation for sendevent functions.

Implement RPMsg adaptation for the SendEvent-library in Linux.

Establish and test RPMsg queue communication with the Safe Renderer in A-core.

Acceptance Criteria:

The monitor is operational on the M4 core.
Confirmed bidirectional communication between the A-core safe renderer and the M4 core monitor.
