PULSE event handling should not use safe event EventId enum directly

While there has been no overlap between safe event id's and PULSE codes sent by qnx so far, qnx documentation only promises that no pulse events in range of ~1...127 will be sent by the system.

QSR should use only one id for receiving safe events and then have a sub-id in the coming message for the actual EventId to prevent any possible overlap between PULSE and QSR event ids.
