Qt Safe Renderer communication component implementation

There must be communication module for the Safe renderer.

Communication module takes care of communication between safe and non-safe partitions.

It shall be possible to create layout requests dynamically from the non-safe partition (from the QML directly).

DoD: Communication component is implemented according to software design and all patches are reviewed & approved in code review
