    Description

      Projects that to do not have any resources fail to build since there is dependency to saferesources.rcc which is never created:

      make: *** No rule to make target 'saferesources.rcc', needed by '../../qsr-safelayout/SafeTelltalesPanel.srl'.  Stop.
