Generate Optimal Constraints File with SafeLayouttool

As a designer I'd like to have optimal Constraints file generated during SafeLayoutTool run.

As SafeLayoutTool knows all the assets created for a graphical design, it could generate optimal Constraints file at the same go for the user. This way the runtime's memory requirements would be just what is needed for the designed layout(s) and no overly pessimistic default values needs to be used.
