Notify via email if the QSR nightly test server has failures

    Description

      Add a feature to send email to the commit author in case that the QSR nightly test server has any issues.

      Since the system is non-blocking CI, it would be good to know the next day if builds or tests are no longer working properly.

      Definition of Done

      1. Users are notified if there are failures
      2. There are no false-positive alarms
