Action Target Object Selection Error

When using the Action Editor area, If I want to select the "Scene" Object as my target I have to first select another object in the scene before then selecting "Scene". Attached is a video of the bug happening.

I looks like Scene is the default object in the dialog, even if that wasn't the current item, so when you select it first, it doesn't report anything has changed.

This seems to be true for other properties than Target Object as well.  Anytime there is a mismatch between the default choice, and the current choice.
