Timeline rows snapping behavior

      New timeline is missing similar snapping behavior which current timeline has. Pressing shift key while moving keyframes/playhead/keyframes make them snap to seconds etc. Different zoom levels should have different snap levels. Studio preferences dialog contains "Timeline snapping grid" setting to control this behavior.
