Duplicating a layer creates an alias of a layer

I don't think alias properly supports layers. At least when you select reference for alias, it doesn't allow selecting a layer for the referenced object. I think duplicating a layer should make a regular copy of the layer and alias the layer's children, maybe? Check with soili_vainamo and tetammin how it should work.
