Reducing timeline is a bit bugged

      Description

      Reducing timeline is a bit bugged. Expand timeline to eg. 22.000 and then reduce it back by dragging it. See GIF: https://gyazo.com/51e6afae8d6340c7cd4975d6830bf095 .
      After that timeline is unusable.

      This happens more often on Windows but also occurred in macOS few times.

      Also: it is hard/impossible to adjust right-most duration bar end manually when timeline contains horizontal scrollbar. Timeline width is reduced, which moves it more, which reduces timeline width etc. etc. so end moving continues until timeline fits without scrollbar. And duration isn't adjusted after undo/redo.
