Difficult to drop an Effect on layer in Scene Graph

I try to drag an effect from the Project Palette and drop it on a layer in the Scene Graph.

To drop the effect on the layer I have to put the mouse pointer on the lower-most part of the Layer, otherwise it won't allow me to drop it.
