When adding a new layer by dragging and dropping it from the Basic Objects Palette to the Timeline Palette there are a few issues:

• It is very difficult to drop a layer above the top layer. 

• When you want to place a layer in the bottom you should be able to drop it anywhere below the bottom layer. Now you need to drop it exactly right below that layer.

• Naming of new layers are not consistent, depending on where you drop it it names the layer either Layer (also if there already is layer with this name) or for example Layer2, Layer3, Layer4 and so on.
