List of all actions to keyboard shortcuts

For creating keymap editing dialog, we need to gather all existing actions with kb shortcuts as well as all of those which are not mapped.

In addition, those should be grouped in meaning full way for collapsible structure. Current documentation keyboard shortcuts are a good starting point but grouping and group naming should be checked.
