Implement Variant Tags import/export

import:
allow importing variants tags from variants files (.variants) or from project files (.uia). Imported tags will be merged with the current project tags.

export:
export the project tags to a variants file (.variants).

File chooser dialog is shown in both cases to pick a suitable file.
