Variant Tags icon in toolbar should close Variant Tags panel

Clicking the Variant Tag icon in the toolbar opens the Variant Tags panel, clicking it again should close the panel but it does not.

It actually works correctly if you click and hold on the icon. move the cursor away from the icon, and release the mouse button.
