Implement missing Q3DS::surfaceFormat() method

    Description

      OpenGL Runtime is missing Q3DS::surfaceFormat() static method. Implementation can be copied from qt3d-runtime. But this is not a good solution as the method can be called only after QApplication or QGuiApplication has been created, leading to rendering quality and missing feature issues documented in QT3DS-3603.
