CTreeControl::FindPrevSortSibling unported

This code is a fatal error now, it /appears/ to be used but since we aren't hitting crashes with the timeline (which is the only remaining place that can possibly use it) I guess it can remain until all the controls code is finally removed, once the timeline is re-written.
