IBL Horizon Cutoff slider does not work

    Description

      IBL Horizon Cutoff slider does not work at Layer's inspector control.

      1. Go to Layer's inspector control
      2. Try to slide IBL Horizon Cutoff slider

             -> Nothing happens but user is able to edit value on field next to slider.
