[UX Design] Disconnect effect from set of effect settings

      Many times same effect (a set of shaders) can be used to created different looks and feels just by tweaking the parameters. Perhaps we should support this by not showing just the "set of shaders with default parameters" as an effect, but rather allow defining a settings + effect combination that is then treated as "the effect" from user point of view. Allowing users to build their own effects e.g. one blur effect with certain settings that can be then used everywhere in the UI to achieve uniform look'n'feel and to allow editing that preset from one single place to change the look'n'feel of the whole UI.

      This could be a "effect prefab" of sorts.
