Vertical dock widget title bar is always placed on the left side even in RTL

A dock widget with feature `QDockWidget::DockWidgetVerticalTitleBar` has the title bar placed on the left hand side even when in RTL layout. In contrast, the `QToolBar` moving grip handle is placed on the right hand side in RTL layout. It seems more logical that the vertical title bar of dock widgets should do the same.
