Support setting TCP_KEEPCNT for sockets

    Description

      There is TCP_KEEPCNT for Linux which controls how many times it should attempt keep-alive before determining the connection has died. Would be nice if it was controllable.

      Also for requests made by QNetworkAccessManager.
