Conan: packages "bin/" is not appended into PATH when using virtualenv generator

    Description

      The "bin/" is appended to PATH in virtualenv for windows only for some reason.
      It should be always appended so e.g. when using cross-compiled Qt the 'qt-cmake' is located properly.
