Address review of qt_deploy_qt_conf for 6.3

AP: Document what's the source of default values when they are not specified.
AP: Document that file_name should be an absolute file_path.
AP: Add versioned function name.
AP: Move the low-level warning to be higher up in the docs next to TP warning.
