Optimize the implementation of localeAwareCompare()

      QString::localeAwareCompare() creates unicode normalized copies of the strings being compared, if Qt is compiled without ICU support. We need to fix the implementation to avoid that, which will also allow QString(View)::localeAwareCompare() to be noexcept.
