Android 13 support

As a Qt customer, I want to be able to run/deploy my application on Android 13 devices.
Android 13 timeline.

What
We need to:

1. Understand the changes introduced in Android 13
   1. Which ones would cause a Qt app to not work correctly (P0, P1)
   2. What APIs are now deprecated but don't affect Qt apps behavior deeply
2. CI and RTA impact
   1. Initially in CI, we just have one configuration to "test" Android 13
   2. RTA needs physical devices (most likely Google Pixels)
3. Definition of support in Qt LTS releases (6.5, 6.2 and 5.15)
