Slow painting of svg file

    Description

      1. Build the attached project.
        Normal release build, no sanitizers needed.
      2. Run the resulting binary, passing in the attached input file: 
        ./report 46709.svg

        The process will run for a notably long time. Here it occupies a CPU core entirely for like 30 to 50 seconds.

      Google's oss-fuzz found this as issue 46709. They will publish the details 90 days from now, the latest.
