[Windows] Restoring OpenGL context logic doesn't seem valid

      It seems there is an issue with restoring OpenGL context on Windows after it has been lost.
      Reproduces for me when an application is running on remote Windows machine and I reconnect to it via RDP. It seems frozen and a number (e.g. 27 in my case, after I disconnected RDP for some time) of dialogs "Failed to initialize graphics backend for OpenGL" are shown simultaneously.

      In call stack there is recursive call of QSGRenderLoop::handleContextCreationFailure()
