Support QtSpeech in Boot2Qt

    Description

      QtSpeech is coming back in Qt 6.4.

      We need to bring back the recipe to meta-qt6 and make sure that qtspeech is functional in Boot2Qt targets.

      Neither Speech Dispatcher or Flite is available from upstream layers.
