QtBluetooth: support MissingPermissionsError on macOS/iOS

      Patches for QTBUG-102373 extend the QtBluetooth error enums with new error codes for missing permissions. That patches also update Android implementation to use the new error codes.

      AFAIK, macOS/iOS also requires permissions for using bluetooth. This task is about introducing support for new error codes into macOS/iOS implementation.
