Move QLatin1StringView to its own header file

    Description

      QUtf8StringView, QStringView and QByteArrayView have each their own header while QLatin1StringView is lumped in with QString in qstring.h for historical reasons. Having similarly-structured header files for all the view classes would help rebasing the different view classes onto a common template come Qt 7.
